UNLOK is led by Charles A. Montoya, MPA, MLS. After more than three decades serving municipal, county, state, federal and military organizations in multiple jurisdictions across the United States — including as a City Manager and Chief Financial Officer — he understands the responsibility of public leadership and the weight of informed decision-making.
Government leadership is built on trust, sound judgment and accountability. Every decision carries financial, operational, legal and community consequences. That understanding shapes how each engagement is approached.
The philosophy is simple: listen first, understand the facts, analyze the options, and provide objective recommendations grounded in executive experience — not politics, assumptions or predetermined conclusions.
